What is Plan Columbia?

During a one-day trip to Cartagena, Colombia, last August, President Clinton announced a 1.3 billion grant to Colombia as part of the so-called Plan Colombia
The purpose of this plan is to

"assist Colombia in vital counter-drug efforts aimed at keeping illegal drugs off our shores . . .[and ]. . . to help Colombia promote peace and prosperity and deepen its democracy."

Colombia currently supplies 90% of the cocaine and a significant portion of the heroin consumed in the United States. Plan Colombia with its $1.3 billion , mostly in military aid to the Armed Forces of Colombia aims to reduce the drug supply to the US and to promote peace and prosperity in Colombia.

Will it work to reduce the flow of drugs to the US and bring back peace and security to Colombia?
